Contracts Manager

Modern Technology Solutions, Inc. We currently have an open position for a Contracts Manager at our Dayton, OH office.

 

MTSI’s core capabilities are Systems Engineering and Integration, Modeling and Simulation, Test and Evaluation, Acquisition and Program Support, and Mission Assurance services. Responsibilities

As MTSI's Contracts Manager you will play a key role in providing direct support to our various federal government support services divisions. You will be responsible for “Cradle to Grave” engagement on a variety of government contracts and subcontracts. This position will be located at our Dayton, OH  office and reports directly to the Director of Contracts.

 

Your essential job functions include but are not be limited to:

  • Proposals development and support to business development activities.
  • Prepare proposal documents to ensure compliance with regulations, directives, laws, statutes, and contracting policies as well as compliance with RFP/RFQ requirements.
  • Develop and edit spreadsheet pricing models.
  • Contract administration during contract performance.  Administer, issue, review, and execute Contracts, Subcontracts, Teaming Agreements, Consultant Agreements, etc. Change Management.
  • Evaluate contract and/or subcontract awards and modifications, identify risks and provide recommendations for risk mitigation to management.
  • Coordinate contractual obligations and new or changed requirements with technical teams. Support contract closeout and final billing.

Qualifications

  • 7-10 years of direct contract administration/management experience.
  • In-depth knowledge of Government Acquisition Regulations (FAR/DFAR/etc.). Experience managing fixed price, time & materials, and cost plus fixed fee contracts. Demonstrated ability to work in a fast pace, team environment.
  • Ability to directly and professionally interact and negotiate with government acquisitions personnel, prime customers and teaming partner personnel. 
  • Experience developing pricing models in response to customer solicitations under U.S. Government cost and pricing guidelines
  • Proven negotiation skills.
  • Proven leadership skills, excellent interpersonal skills, and the ability to mentor, manage, and train staff.
  • Demonstrated ability to identify issues and problems on assigned contracts and make independent recommendations to direct supervisor(s), program staff, and business unit management.
  • Must be proficient with Excel and WORD.
  • Excellent time management skills.
  • Capable of managing multiple priorities and short deadlines.

 

Desired Skills:

 

  • Professional Certification.
  • Experience with Cleared DoD and Intel Agencies
  • Experience with GSA Schedules
  • Experience working for a small business

Education Requirements:

Bachelor's degree in Business or related field such as Business,, Economics, Finance, or Accounting.

 

Clearance Requirements:

TS Clearance with an in-scope investigation within the last six years. (SCI Eligibility is preferred) Please Note: U.S. Citizenship is required for this position.
